
Bashkir Institute of Social Technologies (branch) of the Academy of Labour and Social Relations “ATiSO” successfully held the thematic section “PROFESSIONAL EDUCATION: CHALLENGES, OPPORTUNITIES AND DEVELOPMENT VECTORS” as a part of the ATiSO 11th International Scientific and Practical Conference “The World of Labour in the 21st Century: Adapting to New Realities.”

Representatives of executive authorities, trade unions, employers, businesses, employment services and recruiting agencies, labour and youth policies researchers and practitioners, faculty and students emphasized the topic importance today. West sanctions policy toward Russia, as well as growing disillusionment in the global community with the existing economic model fatigue from the numerous socioeconomic crises and market failures increasingly observed over the past decade.
Current scientific issues and educational trends in social and labour relations, external and internal labor factors, technological and sociocultural processes in the modern labor market in the structure of vocational education development, the creative potential of young researchers and a unified information space for interaction between vocational education professionals in the region were discussed.
Particular attention are issues of training and personnel development in the context of digital transformation of labour markets, providing the region’s leading industries with qualified personnel and the role of trade unions in protecting the social, labor and professional rights and interests of workers in the modern world.
The UNEVOC Center based in Bashkir Institute of Social Technologies (branch) of the Academy of Labour and Social Relations will continue to exchange experiences through participation in international projects and programs on the topic discussion, as well as the implementation of successful technologies in vocational education.
Following the discussion, the participants concluded:
– The importance of modernizing educational programs and adapting them to modern economic requirements and innovative technologies;
– The need to enhance interaction between educational institutions, employers, and business community;
– The importance of developing digital competencies and lifelong learning skills of all students;
– The role of vocational education in ensuring sustainable economic development in the region and social stability;
– Challenges related to demography, migration and changing profiles of in-demand professions.
The implementation of the proposed measures will contribute to the further development of the vocational education system and enhance the region’s competitiveness internationally, which requires special attention from government authorities, educational systems and businesses.
The based results are the ollowing:
1. To enlarge the results overall, noting its relevance in scientific and practical focus.
2. To intensify scientific research at various levels of studying current trends, problems, and development paths in vocational education.
3. To recognize the need for more active involvement of students in the work of young researchers (undergraduates, master’s students, doctoral students and beginning teachers).
4. To note the significant importance of BIST’s scientific, expert and methodological activities in developing vocational education in the region.

Target Audience: Representatives of executive authorities, trade unions, employers, businesses, employment services and recruitment agencies, researchers and practitioners in labour and youth policy, faculty, graduate students and undergraduate students.
The matters of current scientific issues and educational trends in social and labour relations, external and internal labor factors, technological and sociocultural processes in the modern labour market in vocational education development, the creative potential of young researchers and the unified information space for interaction between vocational education professionals in the region were discussed. Particular attention are issues of training and personnel development in the context of digital transformation of labour markets, providing the region’s leading industries with qualified personnel and the role of trade unions in protecting the social, labour and professional rights and interests of workers in the modern world.
Having discussed the current development of vocational education, the panelists believed it would be appropriate to:
1. Enhance cooperation between educational institutions, employers and government agencies so that to develop and implement modern educational programs focused on dual education practices, creating industry clusters and developing a targeted training system.
2. Establish an Expert Council on Green Economy Issues in the Republic of Bashkortostan and engage the scientific community and companies interested in developing green technologies.
3. Continue to exchange experiences through participation in international projects and programs on the topics discussed, as well as successful technologies in vocational education within the framework of the UNEVOC Center at Bashkir Institute of Social Technologies (branch) of the Academy of Labour and Social Relations.
4. Support the initiatives of Green Russia EDC and create voluntary environmental standards. To encourage companies to participate in environmentally oriented enterprises registration.
5. Include the curricula topics at training new types of specialists with competencies in sustainable business management at schools and universities within the context of ESG transformation, environmental culture and responsible consumer behavior.
6. Expand the labour market analysis; regularly update the database with proven educational practices in vocational education and provide the region with highly qualified personnel.
Implementation of the proposed measures will contribute to the further development of the vocational education system, increasing the region international competitiveness and its sustainable development in the modern world of Labour.
The based results are as following:
1. To approve the section discussion, noting its relevance in scientific and practical focus.
2. To intensify scientific research at various levels of studying current trends, problems, and development paths in vocational education.
3. To recognize the need for active students involvement in the young researchers activities (undergraduates, master students and young teachers).
