November 14, 2013 in Administration of the city district the city of Ufa of the Republic of Bashkortostan took place a seminar on prevention of cruelty to children and teenagers. It was attended by ombudsman for Children in the Republic of Bashkortostan M. Skorobogatov, deputy head of Ufa administration S. Bayazitov, Head of the guardianship City Hall T. Kvasnikova, deputy heads of district administrations of Humanitarian and Social Affairs, heads of educational institutions, teenage clubs, institutions for orphans and children left without parental care, heads of departments of guardianship, custody and health care, psycho-social centers responsible secretaries of the commissions on juvenile affairs and protection of their rights.

– In our days the problem of protection of children from ill treatment and violence becomes more and more actual. In many countries importance of a problem of ill treatment is well realized by both the state and society in general. Allocation of child abuse in a family in an independent and significant problem is only the first step directed to its permission and minimization of consequences, — S. Bayazitov noted.

M. Skorobogatova told about increase of legal culture and culture of personal security of children and teenagers. In Ufa it is much made for forming of system on protection of the rights of children today. At the same time there are negative facts, such as children’s suicides, the facts of violence over children and crimes against minors, flight from establishments, unwillingness to live with parents.

During the seminar experience of city me­thodical association of teachers of history and social science of legal education of children and teenagers, the analysis of the crimes committed upon ill treatment and violence against children and the mea­sures taken con­cerning the persons who com­mitted these crimes, a role of authorized services in pre­vention of child abuse and teenagers in the territory of Ufa was considered.

Our institute at a seminar was represented by the head of Agency of conciliatory techno­logies of the UNESKO-UNEVOK Center in the Rus­­sian Federation M.A. Belyaev. His message devoted to questions of school mediation was listened by attendees with a great interest.

It was decided to hold in December a seminar for heads of schools on use of conciliatory technologies in work of educational insti­tutions.
