International scientific-practical seminar “Implementation of the best European practices in the field of cooperation of universities and the labor community in Russia” within the EU Tempus project took place in Moscow at the Academy of labor and social relations 12–16 October 2015.
Our UNESCO-UNEVOC Centre in Bashkir Institute of Social Technologies was represented by T.A. Nigmatullina.
Working meeting of the members of the international syndicate opened the workshop. In the program took part: S. Ahonen, P. Heikki — coordinators of the project (University of Applied Sciences of Jyväskylä, Finland), A.I. Kapterev (Academy of Labour and Social Relations, Moscow), J. Diaz (State University of Girona, Spain), D. Rottermanner (University of Applied Sciences Carinthia, Austria). According to the interim evaluation of the state of the quality of the project was expressed by representatives of the University of Applied Sciences of Jyväskylä (Finland), St. Petersburg State Pedagogical University named after A.I. Herzen (Russia) and the University of Applied Sciences in Antwerp (Belgium).
And then the seminar participants appeared.
Tanzilya Altafovna introduced the present experience of the UNESCO-UNEVOC Centre for interaction with employers, highlighted the problems and prospects of development of this activity. She noted that effective cooperation universities and employers is one of the urgent problems of modern Russia, because of its decision the higher education and labor relations development is depended. It means, first of all, coordination of actions of all stakeholders, and, consequently, their understanding of each other’s positions and the desire to develop a common vision of the situation. However, today there are no conceptual basis of cooperation between the parties, which would provide a united interpretation of the prospects of cooperation of employers and higher education institutions and could be used in the formation of partnerships between them at various levels.
T.A. Nigmatullina stopped detailed at developed at the Center of the UNESCO-UNEVOC Strategy students training system development and formulated its objective — the creation of an educational institution of modern training systems and the formation of academic and practical qualifications, capable of ensuring the training of qualified specialists in accordance with the employer’s needs, the flexibility to respond to the social-economic changes provide opportunities for different categories of people to acquire the necessary professional qualifications throughout their working lives.
Another important point — the entry of Russia into the international movement of World Skills International, which mission — the development of professional competencies, the increase the prestige of highly skilled personnel, the demonstration the importance of competences for the economic growth and personal success. And the UNESCO-UNEVOC Centre is preparing to take over the functions of the regional center of professional qualifications, the aim of which will be the coordination of the professional orientation of young people, to promote work occupations in the territory of the Russian Federation, as well as the promotion of educational institutions of the Republic Bashkortostan in the organization of activities aimed at professional development education in accordance with the standards of the international organization WorldSkills international.
In addition, Bashkir Institute of Social Technologies plans to expand the list of professions and trades implemented in secondary vocational education, as well as the continuous further development of advanced professional education “school — college — high school — enterprise” and the introduction of the dual training principles. Bashkir Institute has all the conditions for it.
