The All-Russian Round Table «Ensuring Gender Equality: Current Status, Problems and Prospects»

On July 6, 2017 at the premises of the UNEVOC Centre the All-Russian round table «Ensuring gender equality: current status, problems and prospects» was held.
The conference was attended by experts on gender equality issues, representatives of governmental bodies and deputy corps, as well as members of the academic community. The conference participants discussed the prospects and opportunities for achieving gender equality in Russia and its regions, the representation of men and women in modern European politics and methods for combating gender-based stereotypes.

During the discussion held in section 1, it was stressed that one of the conditions for the development and establishment of a social state is the achievement of equal rights and opportunities for their implementation by men and women – the citizens of the country. However, in the face of the unresolved economic problems, social and economic inequality impedes the relief of social tension in the society.

Similar problems exist in foreign countries as well. That is why at the present time all the efforts of the United Nations are aimed at achieving the adopted Sustainable Development Goals (SDGs). In each of the 17 SDGs, women play an exceptionally important role, with many tasks directly aimed at recognizing the equality of women and promoting their rights and opportunities both as goals and as achievements. Thus, Goal 5 is directly aimed at “ensuring gender equality and promoting the rights and opportunities of all women and girls”. The United Nations state that a society where women do not achieve equal rights and opportunities with men will never be able to achieve sustainable development.

Gender inequality persists in both economic and political spheres. Although some progress has been made over the decades, women continue to earn an average payment of 24 per cent less than that of men on the worldwide labor market, while the presence of women in national parliaments is slightly over 22 per cent, and this figure is increasing insignificantly.

In Russia, according to some participants, the main criterion of the gender policy of the 21st century is asymmetry. On the one hand, equality between women and men is mentioned in the basic laws, but in reality there are not many women in the government. There are several reasons for this. This is due to the historical development of Russian society, which is characterized by the division of the world into public and private – female and male, and the historical memory that reproduces these norms, and the lack of enforcement of legislation that ensures the equal role of men and women.

Equality for a long period was considered, mainly, to be a problem of women. But if, after analyzing the question of equality, we can come to the conclusion that this issue is considered to be a male problem as well. Thus, most men view themselves not as representatives of the masculine gender, but as representatives of the human race. Gender or men chauvinism is incompatible with democracy, a civilized society and a developing state. The problem of equality is the main question, the question of what society we are building. Women experience outright discrimination on the basis of gender, despite the fact that gender-based structures of society are freed from systemic barriers to women’s full-fledged economic and social participation.

The twentieth century began with the declaration of equality of men and women in most states of the world, therefore women made significant progress in various spheres of life and from that moment begins the period that can be characterized as of hidden or indirect violation of women’s rights, which is much more difficult to analyze and explore, since violations of women’s rights in most cases are not obvious. Formally, the state allows for equality of rights between men and women in all spheres of activity, but in fact they are not always implemented according to this principle; this is hampered by cultural, social and economic restrictions on women’s rights.

There is no common standard for achieving gender equality for all the countries of the global community. Each country, which sets such a goal, is making unique work on the difficult path, taking note of its historical, cultural and political experience.
The representatives of the pedagogical community came up with the statistics according to which female representatives do not suffer discrimination when enrolling in higher education institutions: the number of female students who receive higher education, even in technical schools, is not inferior to the number of male students.

As for the economic aspect, employment, demand in the labor market, the size of wages, one can still speak of explicit or hidden discrimination. One can distinguish between:

– a segment of hired (executive) labor of women;
– a segment managerial labor of women;
– a segment of women’s entrepreneurship.

Representatives of each sector expressed their views on the state of the gender situation in Russia in general, and in the Republic in particular.
Representatives of Nizhny Novgorod and Yakutsk took part in the meeting via the online connection. They reported on the state of gender policy in their regions.

Participants of the second section were children and youth aged from 14 to 18 years. They chose from the main areas of discussion:

1. Gender equality through the eyes of the young.
2. Startups and state support of youth initiatives.

The discussion was heated, opinions – the most diverse ones – ranging from the absolute denial of the need for gender equality to the directly opposite point of view. But in one the participants agreed: all people, regardless of their gender, religion, color, nationality, have equal rights.
